Public Private Partnership (“P3”) Development Proposal for Consolidated Courthouse Facility, Calgary, AB

  • Preparation of a detailed development analysis for a 1,100,000 sq. ft. courthouse facility consisting of two new towers and the upgrade of existing buildings on a two block site in downtown Calgary;
  • OPM was retained as project manager to assist the consortium initially with the preparation of its EOI, RFQ and RFP responses to the Government of Alberta’s multi-stage evaluation process and then, if the consortium was successful in its bid, to manage the implementation of the project through its construction and post construction phases;
  • In proceeding with the Project, the GoA proposed a P3 method of delivery to expedite the timely and cost efficient completion of the project while sharing risk, obligations and responsibilities with its private sector partner;
  • The intent of the Project was for the successful consortium to design, construct, finance, own and manage the facility;
  • The concept design for the new facility accommodated programmatic requirements over a 25 year planning cycle by promoting both flexibility and adaptability in planning and by integrating technology.
