a project that had been designed and tendered and was substantially
over budget and behind schedule;OPM conducted a detailed value engineering analysis of the project that generated
$5 million in construction cost savings thereby realigning project costs with its approved budget and establishing an achievable schedule to meet McMaster's desired occupancy target;OPM also assisted McMaster University in securing project
financing;
