- OPM was retained to undertake a full and in-depth review of project master planning, functional programming, regulatory approvals, project budget and schedule, working drawings and specifications for six “build-finance” hospital expansion and renovation projects. The primary objective of these assignments was to fully assess the readiness of each Project to proceed to tender and construction;
- OPM reviewed the status of regulatory approvals and where such approvals were incomplete, quantify the risk and impact on each project’s schedule, budget and implementation plan. In addition, OPM was requested to recommend strategic approaches to expedite required approvals. OPM reviewed each project team’s organization to evaluate capability and experience and recommend modifications if viewed as helpful to the successful delivery of each project;
- OPM investigated the adequacy of planning for maintaining ongoing hospital services during the invasive construction period for each hospital including temporary decanting plans. OPM also reviewed and analyzed the project financial plan for each project in detail to ensure that the project budget was adequately funded through the local and provincial share plans supporting each project and that final MOHLTC approvals to proceed to tender were in place or at least finalizing;
- OPM reviewed the detailed breakdown of each project‘s implementation plan to ensure that all construction activities were logically sequenced, timed and all dependencies had been identified and incorporated to accurately reflect each project’s critical path.
